
The Saratoga Community Association (SCA) is a homeowners association chartered in 1970 under Virginia law.
The SCA is a non-profit, non-stock corporation formed to provide for the maintenance, preservation and architectural control of the residence lots and common areas contained within the Saratoga boundaries, and to further promote the health, safety and welfare of the residents. The SCA is managed by non-paid volunteers, elected by the members, and community participation is highly encouraged. The Board of Directors meets monthly, and general membership meetings are held quarterly. All meetings are open to the community.
The SCA does not contemplate pecuniary gain or profit to the members thereof, and the specific duties and responsibilities of the organization are described in the Declaration of Covenants, Conditions and Restrictions and the Articles of Incorporation recorded among the Land Records of Fairfax County, Virginia. For the above-stated purposes, the SCA shall have the power and authority to:
- exercise all of the powers and privileges and to perform all of the duties and obligations of the Association as set forth in the Declaration;
- fix, levy, collect and enforce payment by any lawful means, all charges or assessments pursuant to the terms of the Declaration;
- pay all expenses in connection therewith including all licenses, taxes or governmental charges levied or imposed against the property of the Association; and
- have and exercise any and all powers, rights and privileges which a corporation organized under the Virginia Non-stock Corporation Act by law may now or hereafter have or exercise.
Townhouses of Saratoga Community Association (TOSCA), a townhouse community located in the center of our Saratoga community, is a separate corporate entity consisting of 460 homes. The boards of directors for SCA, TOSCA, and the Saratoga Recreation Group (swimming pool) maintain a close working relationships to keep the flow of the entire community in harmony.
